J2(waived) to F1 & J1 to F2

Is it easy for J2 (waived) to change to F1, J1(waived) and J2 (our son) to change to F2? Does it sound crazy for the whole family to study and live without being able to work in US? I don't think we'll get approval from INS? Any sugestions are appreciated.
