那H1B 是不是根本就不用做AMENDMENT, 如果公司是SUCCESSOR IN INTEREST的话?

-Correct unless your job responsibilities (job area) change substantially. Just promotion does not file h1 amendment in your case.

还有, 如果PAYROLL上现在是MANAGER的TITLE, 但是HR出的EMPLOYMENT LETTER还是用原来140用的TITLE, CIS会要看PAYROLL的记录吗?

-Normally USCIS does not check it unless they feel something wrong.

还是EMPLOYMENT LETTER 就足够了?
