help! how to get (旅行证)经notary public公证的“儿童申请旅行证的照片为儿童近期照片”的公证书

Did someone have the experience how to get "经notary public公证的“儿童申请旅行证的照片为儿童近期照片”的公证书"? I called the local notary public, but they do not have experience for that. They can only notary my signature, not the photo of the child.
