Do I have to submit "Form I-864, G325A" right now with my sister's I-130 form application at the first step?

I don't think I need to submit I-864 and G325A right now (since they are supposed to be with I-485 application), but in Pjiang's blog, he said the associated documents include I-864 and G325A. So I am confused right now:)?
