如果暂时不谈申请H1或者绿卡的事情，女方这次先用J2入境美国，找到Offer后直接换J1，这个过程需要Waiver吗？

-No. But if you stays with j2 for more than 6 months, you can not change your J2 to j1 within US and have to go outside US to get the j1 visa to come back to get the J1 status. Of course, if your J2 status is less than 6 months, you have no problem to change it to J1 within US.

我怎么看到网上有帖子说07年之后有规定在美国境内由J2转换身份为J1也要Waiver（J2持有人需要离境2年），是这样吗？

"Ben wants to change from J-2 to J-1 status. Once he obtains an IAP-66 (Certificate of Eligibility), he can change to J-1 status in the U.S. However, he may be subject to the two-year Foreign Residency Requirement restriction twice, once as a spouse of a J-1, and again as a J-1."

另外， "J2---->J1" 与 "J2+EAD"，两者相比，哪一种方式更容易、更划算？

-"J2+EAD" is better because you do not need to get two times of J waiver(one is your J1 and another is your spouse's J1 plus your J2 waiver).
