请问，绿卡人给配偶办身份， 现在排期很快， 在境内办和在境外办最大的区别是什么，

-When the 排期 is current, the beneficial can file I-485 if he/she is in US physically, or apply for the immigration visa if he/she is outside US.

 在申请I-130的时候有什么区别（境内申请和境外申请）。

-Not different, but need to indicate in the I-130 by selecting whether the beneficial will file I-485 within US or will get the immigration visa outside US.
