本人是07年申请的h1b cap extension through non-profit & governmental research category. 现在要延期,请问是否还要再次提交材料证明可以qualify exempt呢?

-Yes, extension procedure and requirement are the same as the new one. Just proivde the same justification materials as the first time application.
