I believe the next steps should be

(1) you prepare I-864 forms for your brother
(2) you or your brother prepare DS230 I & II, and then
(3) wait for interview appointment by Guangzhou consulate.

It's easier if you "Opt in" for electronic processing, and request that NVC send ALL instructions and notifications to you in US by email. This is an much easier and faster process than sending things to your brother, unless your brother has no trouble understanding and preparing the forms in English. The forms are quite easy to prepare - much easier than 1040 or 1040EZ.
