-The problem is that you put these two I-485s in two separate bags and thus, the IO thought these two I-485s were separately filed though you sent them in one big bag. Normally people who file two applicaion concurrently put all the documents in one packet, but separate the documents by color paper.

You need to know the IO does not open the mail packet personally. All the filing packets are received by a contractor (not USCIS employee), then the contractor open the mail, make a record and then forward it to the USCIS office, then USCIS officer put the information into the system and issue the receipt.

Thus, your wife's I485 and the child's I-485 were separatelt forward to the USCIS office and thus the officer could not tell whether these two I-485s were filed concurrently or separately.

So, you have to pay $930 and send the whole packet back to USCIS now.
