请教法居士H1问题

I do remember that start from 7/1/2004, if we need to change to or renew H visa, we have to go back to native country to do it, is it true? I had F2 visa ten years ago, I am in H1 status, so if I want get H1 visa, I need to go back to China to get , should not get it in Canada, right? Thanks.
