因为我上次H4延期办的是NPT，但他们没补上中间的gap，是不是算他们搞错了？我是不是可以就此file the appeal?
-I do not think it was USCIS'fault. You requested NPT, but it does not mean USCIS has to approve it. However, you can talk to your lawyer to see whether you can explain this NPT in the response letter to the RFE.

Anyway, talk to your lawyer.
