Proof of name change

Hi there,

I'm petitioning my sister (who is a Canada citizen) for green card.
I'm asked by USCIS to provide proof of name change for my sister who
changed her name when she became a Canada citizen. The Canada citizen
card has both the original Chinese name and new English name, would it be
a validate document to show the name change is legitimate?
