1， 为什么排期已到， visa名额已够，I-485 还得不到批准， 是什么继续阻碍了这一进程？

2， 为什么I-485 的批准不是按 PD 顺序来的， 究竟是以什么为标准来批的？

3, How can we resolve these problems, how can let the people following the rule?
