妈妈已有了绿卡，但她有三年没来美国了，基本是放弃绿卡了。
-To give up the green card voluntarily, Your mother needs to make an appointment with the consulate and brings completed Form I-407, her passport and her I-551 resident card (green card) to the US consulate in China.

听说如果把绿卡交还给领事馆，可以申请一个permission，在五年内出入美国不用签证。我不知道这个permission 是社么名字。请教各位。
-Techincally, there is not such "permission" like you said. It is possible the visa officer may issue a B2 visa to your mother with validity for multiple years if she applys for it.
