The RFE indicates that you failed to prove, at least not sufficiently, that you were in B-2 status. When you do your home to reply the RFE, be careful not to fall into tricks, like 1) you'd better have lived with your relatives instead of live yourself, 2) when you do live alone and provide a lease, it should be a short one which is not beyond your B-2 I-94 expiration, 3) you're supposed not to have utilities bills under your name, as a tourist w/o SSN.
The following documents are helpful:
1) a return ticket (or canceled) shows flight date before B-2 I-94
2) travel tickets, admission tickets, photos indicate you did travel US domestic.
Also you will need to explain, what made you change your mind, while you were in US, to study and then start seeking a school.
For B-2 part, above is good. As for F-1 part:
1) The I-20 you filed looks like a duplicate, or the signature was printed with the form. If so, manually sign it again in space nearby.
2) the start date is too close for USCIS to make a decision prior to, so the new I-20 should be bearing a later start date.
3) your financial ability to finish study
You may have not done well homework when filing I-539, now it is your 2nd chance. Good luck.
