Pjiang, 485 Pending, does Privilege Wages stay the same?

EB3, PD 10/2003. Will be laid off soon.

When labor certificate was filed N years ago, the privilege wage was around $60,500. Say now the privilege wage is increased to $68,000. Does the new job need to meet $68,000 requirement or $60,500? What if the new job is in the same state but a different city?
