Try B2 visa because the child has not established the relatioship as the dependent with your hu*****and yet. I do not think the visa officer will give the child trouble such as immigration intent to the adopted child (show the adoption document to the VO). After the child enters US, he/she can extend her B2 visa or change hte B2 status to H4. Or at the worst case, even if is the child out of status (unlawful presence) for more than 6 months, it will not affect his/her green card appication within US because the child is less than 18 years old.
