母亲与我弟弟住在上海但户口在湖北，在那里办来美探亲签证？可以在上海领馆申请么？ 怕折腾老人家。
-Your mother can apply for the visa at any US Consulate in China, e.g. Shanghai, beijing, etc. Shnaghai is convenient to her, so get the visa in Shanghai.
