请问皮匠老师及其他各位老师关于是否申请EB1A的问题

经常在贵坛潜水，受益匪浅， 近日遇到一个问题想请高人指点：

EB1b I-140 approved, but was hold by employer because the head of the administration did not support this petition.(but it was send by the employer, and get approved)

NIW I-140 approved in 2008, PD 2007 OCt, waiting.

Question is:

IF I file an EB1A cocurrently with I-485, can I relink that to the approved EB1b, is this a smart way, or the USCIS will question the EB1A or the re-link. Or there is some better ideas for me to go through this difficulties?
