Assemble 文件时, how to make tabs at the bottom?

USCIS General Tips said: "The use of tabs assist in locating items listed as attachments. The tabs should be placed on the bottom and not the side for ease in filing;"

系里的秘书说都是 tabs on the side, don't know how to make tabs on the bottom. 请教大侠，用什么tab可以呢? Google说 有一个特别的divider (1421)。 是用标签贴在这种divider上么？
