三、办理方式及时间申请人须亲自来馆办理，如小孩太小不便来馆,小孩父母可代为申请(如仅小孩父母一方来馆申请,另一方需出具经公证的授权书)，按领区划分到大使馆或总领馆办理。如需回邮服务，请提供贴足邮资的回邮信封。无需提前预约。不接受邮寄申请。

只出具父母一方不去的公证的授权书, 没说小孩的.
Anyway, write one simple letter by yourself and take your kids with you to any banks or your company accounting dept. They will do the notaration for you for FREE. IT IS EASY. Don't make things complicated.
