我配偶H1b换雇主，已提交129收到收据,我准备从L1换到H4.不知道对问题3. Is this application based on a separate petition or application to give your spouse, child or parent an extension or change of status? 该答YES还是NO.

1.答YES的分析：认为"to give..."是说明"this application"的，但问题是我自己是申请人，是为我自己，而不是我配偶、子女申请I539啊？

"base on a separate petition" means whether your H4 is based on another petition (here is based on your spouse's H1 petition and this H1 petition is given to your spouse filed by the employer) and of ocurse, it is.

2.填NO的分析：认为"to give..."是说明"separate petition or application"的。我申请确实是基于配偶另外一个申请，但认为那个I129申请不是CoS/EoS，所以填NO. 这种理解似乎也有点怪。
