基本情况：NIW 140 approved;485 pending.申请过一次劳工卡，但没有用，现在已经过期了。现在一研究机构做博士后，将要转到另外一个大学继续做博士后。从现在工作结束到拿到H-1B transfer的receipt估计有一个月的gap（本以为时间足够了，但是international center的人效率太低了）。现在再申请劳工卡可能也来不及了。

Noramlly USCIS will put your H1 petition information into the system in one week from the adte you send it out by Express oevernight. So, you can work for the new employer after you send the H1 petition out for a few days.
