公民申请是在绿卡4年9个月可以递交吗，

怎么uscis 网站上说N400资格是绿卡5年呢？
-USCIS will not approve your N-400 until you get the green card for at least five years even if you file the N-400 at the time of 绿卡4年9个月.

另外如果拿到绿卡4年9个月但是这中间回国3次，每次一月，要在等三个月吗？
-No. Not affect the time to file the N-400.
