You must pay the RPRF first in order to get your application approved. In another word, you pay you get. The requirement is listed in the instruction. Anyway, the RPRF is refundable. You will not loose any, even your appplication is denied. it is always to pay the RPRF the sooner the better, the sooner, the faster your applicaton getting approved. At this moment, I suggest you pay right way. Usually, people send their RPRF payment at the time right after taking medical exam.
