I decided to wait for a month, while I got a notice from USCIS which said they have transferred my new 140 to NSC for processing on Friday.

I really don't know why they need to transfer my 140 to NSC.
-It is normal procedure. Because you previous I-140 and I-485 were filed to NVC and that means NVC took over your case first. So, TSC has to send your new approved I-140 to NVC so that they can combine all your case documents together for approval.

Do they need all my information (140 and 485) together for processing?
-Correct.

It is good or bad?
-Good.
As showed above, do we need to do figer print again?
-No.
