The effective date of H4 is the date you want to start your H4 status. So, you can put any date there you want. The principle is that you have to keep your status continuity (no gap) between the H1 and H4, so you had better put the H4 effective date on the date when you are laid off (when you are laid off, your H1 status is supposed to stop though your H1 I-94 does not expires).
