那封信是从National Visa Center寄来的，有一表格上有４个选项，分别是１委托人代办Visa，２自己办Visa，３以有GC了不需办，

４不需要办Visa。我觉得他人已经在美国，就应该选４，您说是吗？

可为什么会受到这封信呢？和办GC好象没什么关系啊？
-Because USCIS thought your relative may use consular processing to get the immigration visa outside US, NVC sent this letter to him/her. Just send the response back to NVC and that is all.
