请教一个关于姐妹关系移民美国要求的公证书

This spring, NVC asked us to pay to visa fee ($400/person) for my sister's family immigration. Then they asked us to submit D230 forms plus all the supporting documents. I submitted D230 part I and part II, plus copies of all the notarial certificates (I asked my sister to scan them as PDF and I printed them here). However, NVC sent another e-mail to request the original documents or the copies of the original documents bearing the seals from the issuing agency.

My question is: can I get the notary of the birth certificate and marriage certificate done here in US and submit these to NVC? Thanks a lot.
