NIW I140 approved, but abroad

Does any body have some experience on this case? my friend file I140 NIW when he held F1 visa, he graduated and went back to mainland quite a while ago, last month he received the approval notice of the I140, can he continue with Green Card applying? how to continue? Your help is greatly appreciated, thank you! God blesses you!
