This policy has been effective for several months (originally the prevail wage was determined by each state, and now change it to be determined by DOL nationally) and it is not related to your issue. Your issue is that your school misunderstand the prevail wage determination availability way as Lawyer Zhang indicated (I cited it in my above response). If you can hire a lawyer to convince your school and that will be better.
