Your case seems somewhat special beause you are permanent resident in the country, Europe before you came to US as J1 scholar. I am not really sure whether you need to get J1 waiver. You may check the DS-2019 and the J1 visa to see whether there was the two year home residency requirement there. You may also contact the Chinese Embassy/Consulate in U.S. to get some related information concerning your case.
