递交申请表时要求本人必须在美国境内吗？
-Correct. You have to enter US and stay in a area/state for at least 3 months, and then you can file N-400.

如果不要求，那么我必须什么时候回到美国？ 现在纽约州的入籍申请一般要多长时间，平均？
