去Canada做返签?

我来美十几年了，因为各种原因没回中国， 但做梦都想回去看父母。我是F2来美，经过H4, F1， 现在是H1。 我想去Canada做返签, 不知是否可行? 签到的机会大吗?　什么样的情况会拒签？如背景调查可回美等吗?　回中国签好还是去Canada好？看到一条消息：
Individuals who have ever been out of status in the U.S. because they overstayed their visa or their I-94 are not eligible to apply at a border post.
我的I-94都是按时换的，但我来时的visa是F2, 我能去Canada签吗？
