Help about visa application approval letter

My dad came to USA 10 years ago and I applied visa extension once for him. I plan to invite him to visit again. Is the visa extension approval letter a must for his visa application? if it is, is the I-824 a must to get the copy of the letter? it needs 2-3months and #340! :(
