父亲今天去ASC打指纹了（白皮书），什么时候可以回国?
Do you mean the 白皮书 is the Reentry permit for the green card holder to travel outside U.S.? If yes, your father can leave U.S. for China now after the fingerprinting. You can send the 白皮书 to him after you receive it from USCIS for him too come back to U.S. later.

要不要等到FBI 通过才能走.

-No if he passed the fingprinting in the USCIS local office.
