16 years still no GC. Impact of RFE if changing address

EB3, PD 10/2002. Local interviewed in 2008 due to illegible figure print.

I am the applicant. Hu*****and got a job in a city where is 500 miles away from home a year ago. My occupation is easy to find a job anywhere but his is not.

It is very hard for a family with children to be separated. My older child will be in junior high in the coming fall, it would be for her best interest that we move this summer. I am hesitating whether I should look for a job in the city where my hu*****and is working before new school year starts. Questions are:

1. If we move and change address, will that increase chance of RFE? We passed the interview in 2008 already.

2. My fingle print is illegible, will I be required to do police clearance again when my PD is current?

Thanks in advance for your help. It is ironic that my father got his GC in 2.5 months, we have been here for 16 years and are still waiting......
