Statement of Need letter forJ1

I am appling a J1 visa for residency program in the US. To apply for J-1 visa I need the Statement of Need letter from Ministry of Health from China. I used to work at a Hospital several years ago in China, but I don't know anybody in Ministry of Health in Beijing. How can I get the Statement of Need letter from them?
I am currently in US with H4 visa.
