老师：我H１时在中国领养一小孩（有中国发的证），但办绿卡时律师说不满两年不能办。现在我的绿卡已经下来，申请孩子用I－１３０还是I－８００？谢谢。
-I think it is I-130. I-800 is for US citizen to apply for determination of suitability to adopt a child from a convention country, not for GC holder.

I still suggest you to find a lawyer to help you because adopted child GC application is somewhat complicate.
