我们学校属于NSC，我想让HR efile 我的EB1B＋PP，但他们说140表上要Dean签字，而
且要用学校 issue 的check，他们以前办的都是paper file的。

请问e－file的话，140表上的签字怎么弄？还是没有签字，只是HR 最后在系统里
certify一下就行了？
