PERM申请广告一问

本人在在2008年加入现在的公司,2009年5月拿到博士学位,申请绿卡时律师说不能写入博士要求因为在加入公司公司时还没有拿到学位.结果广告上只写了要求硕士没有工作经验要求,结果没成功.不知道怎么能把博士要求写上.因为我没工作经验．如果我现在在公司内部换了一个职位,再重新办是不是可以写博士要求?我工作经验算不算？其实我们在去年五月的时候进行部门重组,因为公司被买了，老板换了,工作职能也不一样，不知道这样是不是可以写上博士要求，请863211，小白兔，皮匠等指点！非常感谢！
