please help-is this renew or re-apply EAD?

I renewed my EAD last year. I received a rejection notice yesterday due to uncompleted documents. My previous EAD was expired on Feb. 2010.

I need to resubmit the application. Does this belong to renewal of my EAD OR re-apply my EAD since my EAD was expired as of today?

Please help
