There is no issue, at least no severe issue if there is not none, in your case.

1) You did have OOS, but just several days. No problem at all, so you forget about it.
2) You don't need i-797 H-4 approval notice for visa application. And you don't need to get a visa stamp only because of your overconcern.
3) You may apply for GC in China based on your spouse, if it will make you at ease
