question about AP filing fee ?

From the USCIS I-131 filing instruction, it says that "if you filed form I-485 on or after July 30, 2007, and you paid the I-485 application fee required, then no fee is required to file a request for AP on Form I-131".

What do they mean exactly? Is this applied to AP renewal? I remember I renewed my AP last year and I paid $305. Anyone has an answer? Thank.
