请问这个prevail wage application是不是9035？
-No. Prevail wage application is ETA Form 9141.

如果不是应该怎么申请？
-File ETA 9141 following the instructions of Form 9141.

这个和9035是什么关系？
-Your employer need to get the prevail wage (Form 9141 approval) and then, he can file ETA Form 9035 to get LCA (enclose the approved Form 9141 with LCA application), and then file H1 petition after LCA approval.
