商务签证急问，多谢

我哥哥去年7月来美开会，申请的商务签证，到今年7月份过期。我父母因为这个月来美探亲，我哥哥也想3，4月份过来以旅游的目的和我们一块玩玩。请问这样的情况，需要重新申请签证吗？如果不需要，入关的时候，应该怎样向官员解释？我哥哥明天就要出票了，急！！
