想带女儿回国内呆两年，全家一起回，女儿不到3岁，有旅行证，但很快就要过期了。女儿在美国出生有美国护照，打算旅行证过期后在中国给她申请签证。问了国内派出所，说需要在美国的中国领事馆办理女儿出生证的认证。然后又查了领事馆的网站，说是先要在当地公证员处做出生证的公证，再向州务卿（Secretary of State）办公室申请认证，最后才能到领事馆申请认证。

想请问筒子们，当地公证员是不是银行里的公证员就行？

Then, send the notarized document to 州务卿 for authorization (认证) (it is free in some states, but 州务卿 in some states may charge you 5 to 10 dollars, so ask the courthouse about the fee). After you receive the autorized document from 州务卿, send it to the Chinese Consulate in your area 申请认证 following the instruction of the Consulate website.

出生证的公证的文书内容应该怎么写？
-Ask the courthouse 公证员 to make a copy of your kid's original birth certificate and write something "This is the true copy of the original document" on the photocopy of your kid's birth certificate, sign andf notarize it (put the stamp). That is all.

中文还是英文？
-English is OK. But the Chinese Security Department in China will request the document to be translated into Chinese by the formal authority translator such as 公证 department (you need to pay the translation fee).
