如果有新公司offer，还可以用去年批的H-1B吗？怎么操作？
-File a new H1 for you to change your F1 to h1 within US. You do not need a new H1 quote if the old company did not cancel/withdraw your h1 approval yet.

Current case status at USCIS is “Post-Decision Activity". Does it mean the old company did not cancel/withdraw the H1B petition?
I don't quite understand the "file a new H1 to change F1 to H1" part - use I-129 or I-539? I believe LCA is required, then it goes I-129... Please clarify.
