If you are will work for the same boss whether F1, J1 or H1-B, the best option is F1, like TA, RA or OPT, to give you more time to process the WAIVER.

If you are pursuing industry H1-B, you can use OPT for 1 year or 29 months. Before the boss starts your H1-B application, you have to make the waiver ready.
