我在申请公民，我到什么地步可以帮我太太申请绿卡？

我们知道我律卡时就可以帮她申请律卡，但想等到我公民时候申请。因为（1）我太太J1可以免税（2）我律卡时申请也得排队到我公民时才有戏
我目前在申请公民，我太太是J1，请问我在哪一步可以帮她申请绿卡？Interview后?take the oath of allegiance后? 什么是最早的时间我可以帮她申请绿卡？另外，她在办J1 waiver时可不可以不找H1-b sponsorship，直接从J1到律卡？万分感谢！
